Agenda
Item: Five -Year (2006-2010) Strategic Plan
Discussion: Materials
from IHL and the Office of Institutional Research (OIR)
were distributed and discussed. It was noted that in this
year's plan, the Executive Summary should be in bullet
form and no more than two pages. Other parts of the plan
are similar to last year.
Action: The
deans/directors in the separately budgeted units should
submit their draft reports to the MSU OIR no later than
June 14, 2004. The deadline for the final reports in the
OIR is July 26, 2004.
Agenda
Item: FY2005 Appropriations
Discussion: The
state appropriations for FY2005 were presented and discussed.
Total state funds are $1,059,287 (1.72%) below the current
year. MAFES, MSU-ES and the FWRC experienced declines in
state funding, while CVM experienced a slight increase.
It was also mentioned that the units will have to cover
the higher medical insurance costs for employees in the
new fiscal year. Overall, it will be a tight budget year
for the division.
Action: Dr.
Vance Watson will distribute copies of the funding figures
for the units at the DPAC meeting on May 11, 2004.

Item: Capital Improvements/Repair and Renovation
Requests
Discussion: Copies
of the Capital Improvements, Repair and Renovations and
Pre-Planning Requests for 2006-2010 were distributed to
the deans/directors. This material was sent to IHL and
Bureau of Buildings (BOB) on Friday, May 7, 2004. It will
be reviewed by Legislative Budget Office (LBO) this fall
and then serve as the basis for our requests for the 2005
legislative session. Many departments/centers provided
input and division representatives from all six units assisted
in putting this material together.
Action: Copies
of the materials will be distributed to the appropriate
administrators and to members of DPAC.
Agenda
Item: Legislative Bond Bill
Discussion: The
Bond Bill was not passed in the current legislative session.
We are hopeful that the Bond Bill will be passed in the
upcoming special legislative session. The DAFVM major request
in the bill is $4.75 million to complete the funding for
the proposed new Ag and Bio Engineering building.
