Item: Budget Update/Strategy
Discussion: John
Tomlinson discussed the relative need to continuously refine
and enhance our strategy as we work with the Mississippi
Legislature for FY2006 budget requests. The message that
we convey to the legislature is critically important. We
need to broaden the base of our own support and all four
separately funded units need to be communicating to the
committees/legislature. John suggested we identify a number
of our key clientele and ask them to call members of the
Legislative Budget Committee in support of our current
requests. He also suggested that the deans/directors visit
with the Senate and House Ag Committee in mid-February
and then with the Senate and House Appropriations Subcommittee
in mid-March. Conference weekend will be March 26-27, 2005.
Action: Deans/directors
should submit names of four key clientele and thoughts
about the central message to John Tomlinson no latter than
November 1, 2005.

Item: Power Outage
Discussion: Ray
Hayes distributed information on October 8 regarding three
power outages that will affect most of the campus. The
reason for the outages is the process of connecting the
new 26-megawatt gas turbine plant to the campus electrical
substation. The dates and times are as follows:
- Sunday,
October 17, 2004: 2:00 p.m. - 8:00 p.m.
- Sunday,
November 7, 2004: 2:00 p.m. - 8:00 p.m.
- Sunday,
November 28, 2004: 8:00 a.m. - 2:00 p.m.
Action: Deans/directors
should inform their units so appropriate action related
to research projects, computers, etc. can be taken.

Item: Faculty Mentoring
Discussion: Dr.
Melissa Mixon gave an update on the faculty mentoring program
scheduled to begin in the near future. A number of faculty
members have signed-up to participate. Several faculty
members have also agreed to be mentors. Additional mentors
are still needed at this time.
Action: Deans/directors
should submit names of additional mentees/mentors to Dr.
Mixon by October 24, 2004.
Agenda
Item: Cell phones
Discussion: A
draft progress on policies and procedures regarding cell
phones has been distributed for review. Most of the cell
phones currently on the MSU inventory will be removed and
employees will be responsible for there independent phones.
Employees will be paid a proposed rate of $40/month to
count the cost under the new system. A process will be
established to allow exemptions to the proposed $40 monthly
rate.
Action: Faculty
and staff should review the draft policy carefully. It
was also suggested to invite Ray Hayes to attend the next
DPAC meeting to review/discuss the policy.

Item: 2004 Report Card on Higher Education
Discussion: The
2004 Report Card for higher education does not show a very
positive situation for Mississippi. The September 24 report
in The Chronicle of Higher Education showed some improvement
is occurring in preparation and completion. The state received
fairly decent grades in completion (B- and improving) and
benefits (C and holding steady). Major areas of concerns
are participation (D and holding steady) and affordability
(F and declining). Thirty-six states received a grade of
F in affordability. On participation we were one of three
states to receive a D while all other states were C- or
higher.
In the
area of affordability, the new candidates campaign includes
almost $100 million for scholarships and fellowships. As
more scholarships become available, we should make some
progress in the area of affordability.

of the report are available from the VP's office upon request.
Agenda
Item: Points of Pride
Discussion: A
copy of the "Points of Pride" for CALS that was distributed
at the recent "CALS Alumni Breakfast" was shared with the
deans/directors. They were reminded to share their "Points
of Pride" with the VP's office for inclusion in the Division-wide
Points.
Action: The
Division-wide "Points of Pride" will be updated prior to
the end of the year. Units should submit their items no
later than December 1.
