Item: State Property Audit
Discussion: A
state property audit for selected MSU-ES and MAFES units
will begin on January 18, 2005. Representatives from the
Property Division of the Office of the State Auditor and
MSU Property Control will conduct the audit. Instructions
and a list of those identified units to be audited were
distributed by Sharon Hamlin on Dec 2. Departments/centers
will be notified in early January of specific times. Units
in the CFR/FWRC, CVM and CALS will be notified at a later
date of their audits.
Action: Deans/directors
will need to make sure the units to be audited receive
appropriate communications about the audits. The university
goal is that each department/center will have a successful
audit during the initial visit.

Item: Cell Phones
Discussion: Substantial
progress has been made in reducing the number and costs
associated with cell phones in the division. For phones
designated to be terminated, proceed with the inventory
disposal process through Property Control as quickly as
possible. For phones designated to remain on inventory,
no further action is required. For phones designated to
convert to an allowance, the completed forms should be
received in the VP's office no later than January 5, 2005.
Property Control has been pleased with the efficient manner
in which the division units have handled this process.
Action: Deans/directors
should have all of the "Allowances" forms to the VP's office
no later than January 5.

Item: 2004 Bond Bill
Discussion: The
November 2004 special session of the Mississippi Legislature
passed the Bond Bill. The Bill includes $5.3 million for
the MSU Division of Agriculture, Forestry and Veterinary
Medicine. $4.75 million is designated for Phase II funding
for the new ABE building. Total funding for the ABE building
is now $9.5 million. Construction should begin in 2005
at the current site of the "Old Tin Gym." Also included
in the bill was $550,000 for construction of aquatic and
poultry disease facilities at CVM, which gives us authority
to preplan significant repairs and renovations of selected
areas at the Wise Center. The units that requested this
repair and renovation money are the Animal and Dairy Sciences
Department and the College of Veterinary Medicine.
Action: Appropriate
division personnel will immediately begin the process of
initiating the ABE and CVM construction projects with IHL
and BOB staff.
Topic: FY
2005 Federal Projects
Discussion: Funds
in the amount of $1.85 million are included in the FY2005
federal appropriations bill for renovation of the Lloyd-Ricks
Building bringing us to a total of $2.85 million in federal
funds for those renovations. We had hoped to get matching
funds from the state but at this point we have not been
successful. In early 2005, we will begin the process of
developing the plans for this major renovation.
It is
also our understanding that federal funds are now available
to preplan a new poultry complex on campus. The Poultry
Science Department will be involved in the process and
will be housed in the new facilities.

Topic: New
Offer Letters for Tenure Track Faculty
Discussion: New
offer letters for tenure track faculty have been distributed
by the provost's office. Required wording is noted in red.
Copies of the letters are available on the MSU, Academic
Programs, and Office of the Provost web sites. Following
the appropriate offer letter's guidelines is extremely
helpful in the hiring process.
