Agenda Item:  LBO Hearings

Discussion:  The LBO hearings for the separately budgeted units will be on September 20 in Jackson.  Per IHL’s instructions, Dr. Watson will have four (4) minutes to present testimony for the four separately budgeted units and Alcorn State’s Ag Division.  Dr. Watson proposed his statement and asked for comments from the division council.

Action:  Please submit comments to Dr. Watson’s office no later than Friday, September 15.

Agenda Item:  Policies

Discussion:  Dr. Mixon distributed a list of division policies that need to be reviewed.  Based on a new policy approved recently, if a policy is not reviewed at least every four (4) years it will be reviewed by the President’s office.  Division Council was in agreement that some policies on the list for review probably should be removed from the MSU website and simply handled and shown as division policy.

Action:  Policies that need to be reviewed in the next two weeks and suggested changes should be sent to Dr. Mixon

Agenda Item:  State Revenue Figures

Discussion:  Transfers to the General Fund through August are $30.3 million above the projected amount.  For FY06, transfer to the General Fund were $309 million above the estimated amount.  This trend is positive for us as we begin the FY08 budget process.

Action:  None required

Agenda Item:  Ag & Forestry Facts

Discussion:  A card, compiled at the request of Senator Perry Lee, summarizing several important facts about MS agriculture and forestry was distributed.  The facts were taken from various USDA, ag economic and forestry department publications.  As data for 2006 is received, the card will be updated.

Action:  None required

Agenda Item: Cell Phone Status

Discussion:  All division cell phones have now been removed from the MSU inventory.  No new allowances will be issued in the foreseeable future, but division employees who were receiving a phone allowance will continue to receive it.  No reimbursements for cell phone bills will be made.
