III. DAFVM Secretary: Review and approval of minutes for November 8, 2009.

IV. Dr. Melissa Mixon provided a report on the state of the DAFVM

  1. State Pride Awards: DAFVM will distribute approximately 32 awards at $2500 each. Source of funds originates from athletic related media contracts (50%) and faculty departments/colleges (50%). In the event departments or colleges are unable to provide matching funds then the number of awards will be decreased 50% for the respective unit.
  2. The DAFVM experienced a budget cut near the end of January or beginning of February (MAFES -8.86% which was already at -8.2%). Legislature asked Dr. Bohach about how difficult it will be to function with the budget reductions. Fortunately, it appears that the DAFVM has many supporters in Jackson on Capitol Hill. The Farm Bureau has been a very strong source of support and has contributed extensively to our ability to maintain a level budget.
  3. Retirement incentive plans will be announced next week and will have to be reviewed by IHL prior to implementation. Qualified employees that accept the plan will be given 50%of their annual salary as part of an early buyout incentive (Requirements: PERS, 25 years of service or age 60 with 4 years of service). Decisions to retire need to be made by April 20, 2010 and finalize retirement by June 30th, 2010. Based on trends from 2000 it is estimated that approximately 30% of eligible employees will accept the buyout incentive.
  4. State budget is $43 million under estimate for the month of January.
  5. Alumni Banquet is scheduled for February 12, 2010.
  6. Some units have expressed confusion over the new renal car policy.

VII.     Discussion of Topics: New Business

A question was raised from the floor by Dr. Seale regarding qualification guidelines for instructors. One concern expressed was that some departments thought that in order to be listed as an instructor or record they had to be a full-time employee. However, a department can classify a qualified retired faculty member or off-campus professional as an adjunct faculty member in order to facilitate their participation in the instruction of a course. A second concern was that graduate students that don’t have 18 credit hours teaching a course discipline or a terminal degree in a particular discipline can not participate in teaching a course. In response to this second concern, graduate students without a terminal degree or 18 hours of teaching credit in a specific discipline can teach a course if they are approved through an alternate certification option that involves approval by the corresponding dean and in some instances the department head. Although they would not be listed as the instructor of record, they could include (describe/list) on their CV that they had taught a certain percentage of lectures for a particular course.

    1. Discussion: Due to time devoted to discussion of previous topics and reports from the DAFVM it was not possible to address this topic.
      DAFVM Senate proposed that no further action or discussion be devoted to the draft forms and procedures listed below (“E”) until the new University Provost becomes official and it is determined that documentation contained in external letters of evaluation and internal administrative/committee recommendations do not provide the necessary or sufficient amount of information.
